Term Authority:
A term appointment is a non-permanent appointment to a competitive service position for a specified period exceeding 1 year and lasting not more than 4 years. A competitive selection process (such as Delegated Examining) is required and the Interagency Career Transition Assistance Program (ICTAP) applies. In using the term authority, consider the following:
- Term appointees may be reassigned and may compete under merit promotion (CPP) for other term positions;
- OPM will entertain exceptions to retain an employee non-competitively beyond the 4-year limit;
- A Center may re-compete a term position for an additional 4-year term, and the original selectee may be selected for the subsequent term.
- Conversions to a permanent appointment require an additional competitive process.
Temporary Limited Authority:
A temporary appointment is a competitive service appointment to fill a position that is not expected to last longer than 1 year. The initial appointment of not more than one year may be extended up to a maximum of 1 additional year (24 months of total service). Some points to consider in effecting a temporary appointment include:
- A competitive selection process must be used to fill a position using the temporary limited authority.
- A position may not be filled by a temporary appointment if the position (or an essentially similar position) has been filled by temporary appointment(s) for an aggregate of 2 years within the preceding 3-year period. (NOTE: There are special limitations on filling multiple “like” positions under this authority. Contact your human resources offices for details.)
- ICTAP applies if the position is to be filled for greater than 120 days.
