In accordance with 5 USC § 7113, any labor organization (i.e., union) which is the exclusive representative of a substantial number of the employees of an agency shall be granted National consultation rights by the agency. NASA has two such labor organizations – the American Federation of Government Employees (AFGE) and the International Federation of Professional and Technical Engineers (IFPTE). Accordingly, NASA has an obligation to inform both AFGE and IFPTE of any substantive change in conditions of employment proposed by the Agency and to provide the unions a reasonable time (i.e., a minimum of 30 days) to present its views and recommendations regarding the changes. If any views or recommendations are presented to the Agency by either or both unions, NASA must consider and address, in writing, those views or recommendations before taking final action.
